DCL Storage restricted

I have DCL restricted. How do I know if security notifications from messaging apps are from normal activity or due to or malware or comprised apps.

Eg the following:
java.lang.SecurityException: DCL via storage, path: /data/user_de/10/com.google.android.gms/app_chimera/m/00000007/dl-VisionIca.optional_252834100400.apk
at android.ext.dcl.DynCodeLoading.checkDexFileOpen(DynCodeLoading.java:131)

Is java usually used for loading photos in app? Have it set not to download them.

From my experience, some apps like banking and identity providers won't even start without the DCL toggled on. From my understanding, they mostly use it as some exploitation tempering mechanism.
