edent Confirmed: works for me too on Verizon. GMS also needs the SMS permission. Actually activating remote lock crashes GMS (there's already an issue open about it on the github tracker), but it does work.
Edited to add: Find Hub might also need device admin. I'm not sure about this, though, since I'd already granted it to enable remote locking/wiping from Find Hub (which is different from remote lock via just the phone number at android.com/lock). Find Hub is an older approach that requires logging in with your Google account but can do more: play a sound, execute remote wipe, locate the phone if GMS has location permissions).
