DeletedUser467 I activated it on top left (slider button to right), and tried to see if a chat prgram would work with the wifi/data on green and it doesnt. its on green to allow and I sent a test message which doesnt go through.
only when I turn netguard off does the messages go through again

Your phone is extremely insecure and outdated. If you want GrapheneOS, you'll need a supported device. My recommendation is to not buy a new device for GrapheneOS unless it's listed here:
