Visual Voicemail not working

I just activated a Pixel 9a with GrapheneOS on Verizon. Everything seems to be working except visual voicemail download. I have the Google Phone app set as the default phone app. When a voicemail comes in it does show up under voice mails but the download fails when I try to play it. I was on the phone for an hour with Verizon tech support but they were unable to resolve this. I tried bringing up the GrapheneOS phone app. I go into settings and under voicemail Visual Voicemail is enabled but for change pin it is grayed out and it says Visual voicemail is not activated yet.

I suspect the reason Verizon could not resolve this is because it may be a GrapheneOS specific issue. Any ideas?

I'm having this issue on a Pixel 9a with Mint Mobile using the Google phone app. I've tried changing the call forwarding options to my voicemail number using these steps: https://www.reddit.com/r/mintmobile/comments/1beux6p/how_i_got_visual_voicemail_working_on_my_pixel_7/

This worked on my old 6a but isn't working on the 9a.
