OK. Let's see how much progress we can make. I'll comment on each error message directly...
Installation failed. Unable to install Google Play Store, Google Play services.
That's a generic <something's broken> when you presumably tried to install Play Store and/or Play Services from some source. Let's skip that for now.

Scanning failed: Cant install because provider name com.google.android.gsf.services (in package com.google.android.gms) is already used by com.google.android.apps.photos
This is more useful. com.google.android.gsf.services is Google Services Framework which is no longer used with GrapheneOS. Eventual that should probably be uninstalled, but lets wait and see if it just disappears by itself if we do other cleanup first. com.google.android.apps.photos is Google Photos. Unless you have a concern, that's certainly in the category of "apps that may be using google" and I suggest you uninstall Google Photos from all profiles as a first step.

Nobody is suggesting an os version conflict.
Please confirm the total number of profiles: six user profiles. Does that include the owner profile? Are you use any Private Spaces? In order to find potential conflicts, you will need to check all of them.
At this point, I'd suggest try installing Play Services from the GraphenOS App store and see if we get a different error message. If not the next step would be to look in all profiles for Google Play Services and Play Store and uninstall them.
