"App not available in your country" when using in-country Tor exit node

I always run Tor in VPN mode in my owner profile, which I use only for installing apps. Sometimes when I set the Tor exit node to my country and attempt to download an app from the Play Store, the Store tells me the app is not available in my country. Location services are switched off.

I suspect Google has identified the fact that I'm using Tor. Is there a way to download the app without revealing my IP address and without using a less secure source (eg, F-Droid or APKPure)?

Elgoog potentially use a standard VPN service, should play more well than a tor exit node.

Yes. Download the .apk via VPN>Tor>VPN. Then use a proxy. Make sure to only download the apk in a public place.
For the chains you must have at least 7 hops otherwise the government and google trace you /s
