My understanding in regards Google Messages and RCS is it provides IMEI to determine if the carrier supports registering for RCS or if it needs to default to Googles servers for the traffic instead.
Our advice for secure comms has always been and remains not to use services depending on legacy cellular transmission methods and favor using E2EE services using native apps for such purposes.
