@ve3jlg I removed your post as the discussion around the politics, legal and business practices of Google have no relevance to the OP and would only serve to inflame and derail what has so far been a reasoned discussion.
As far as everyone looking at why BCR and it's 'basic' code not being ported into GrapheneOS it is because:

BCR is licensed under GPLv3. Please see LICENSE for the full license text.
Unfortunately only code that is permissively licensed can be added to GrapheneOS and GPLv3 is not a permissive license.
As mentioned by matchboxbananasynergy it comes down to a contributor stepping up to write out a slimline, maintainable codebase to enable the functionality under an appropriate license.
As has also been referenced is that the project will never advise or advocate the use of/implementation of third party privileged services whether that be through breaking/bypassing the android security model or including them in the OS.
