Last night after updating to the newest version of the is and resetting the phone made it to the Google splash screen and sat there then resetting. This happened several times before I looked into the issue and there was some similar problems but none that I found that was exactly like mine. I figured it was going to to be a long next day so I let it loop till it ran out of battery over night then in the morning I plugged it in and it managed to boot to my home screen for a moment. So I let it sit at the fast boot screen for a few minutes to charge and apparently problem solved. I'm sharing this just in case someone else runs I to the issue. Pixel 9 pro fold.
