Seems to affect the stock clock only. Alarms are fine.
From what I've seen it does not matter if the phone is plugged in or on battery or with or w/o battery saver: as soon as the app is sent to the background and the phone locked, timer will almost always fail.
I think it mostly works when keeping the app in the foreground. Even when locked the timer will start on time.
