No because that controller and counter is inside the battery itself.
Which is a good thing. Prevents people from resetting the OS and reselling the phone as new ;)

Thanks, I'm hearing how the battery auto downgrades after 1000 cycles and thought that may be a way of it avoiding it downgrading.

Well that's laws of physics and chemistry. Actually it will start to degrade after way less than a 1000.

Todfloyd Using flat cycles prolongs the battery lifetime and increases cycle count. It is probably for the best to slightly limit charge over time.
I do agree that there should be a user facing option allowing to decide between longest running time and possible lifetime benefits. Manufacturers should not act as a legal guardian towards customers.

The last thing I want to mention is the existing fire hazard li-ion batteries might impose. Remember the Samsung Galaxy Note 7? That was no fun!
Severely limiting remaining capacity like in the case of Pixel 4a and 6a isn't a popular decision, but I would choose safety over running time in any case. They might anticipate possible problems with heavily cycled batteries and accommodate for that, instead of sending some unpopular "kill update" in the future.

In a word, control. G@@gle is and always will be about control.
Oh yes, they state we will provide updates for seven years, fine, but build phones with batteries that last only 4 years or mabey less, dependant on use.
Now for the really user friendly bit, lets glue those suckers into the phone and glue the phone shut so that the fragile glass screen has to be removed.
If G@@gle cared at all, after the 4a fiasco removable batteries would be the norm in Pixels by now.
no need for controling software, no need for derisary trade in offers to buy yet another flawed glued together latest offering.
I long for the time another manufacturer becomes suitable...
