Are pixels sold together with a Vodafone cell data plan in germany OEM locked?

Can't say for Vodafone, but i bought 2 Pixels (8pro and 9proxl) over Congstar and they were both unlockable.

I haven't seen a Vodafone branded phone in a very, very long time. I think you're good.
