I'm note entirely sure because i don't have time to test this rigjt now, but perhaps putting them in another profile might accomplish more or less what u are asking. All my other profiles are always at rest when i don't actively use them, but if i'm in another profile and i get a notification from an app in say owner, i believe the notification is delivered from 'GrapheneOS' on that other profile.
