afaik, it might. tbh, with Rethink, since it routes ALL traffic (unless Configure -> Network -> Do not route Private IPs is turned ON, or unless any app is Excluded including proxy apps like Orbot or ShadowRocket), only setting it as Always-on VPN may be enough.
'Block connections without VPN" (VPN Lockdown mode) of course offers a stronger guarantee to the end-user (that is, even if apps like Rethink "leaked" traffic, it would end up in a blackhole and not get routed to anywhere meaningful).
