With "Restricted Settings" you mean the configuration of battery restrictions? (I am asking because there is also the aspect of Data usage restrictions. Until further notice, I assume we are dealing with battery settings, in the following answer.)
Note: Thanks to Android there is (at least) 2 interfaces to somehow configure app battery use. One is complete, the other isn't :-/ :
- "App info method" (working): As RobW and nologo already mentioned. Reachable via
[Home Screen or App Overview] > [long pressing specific App Icon] > App info > App battery usage
- "Battery settings method" (incomplete): Reachable via
Settings > Battery > App battery usage > [clicking on specific app name] . This menu looks somewhat similar to above method 1, but only shows the "Allow background usage" toggle, but does not allow the differentiation between Optimizedvs Unrestrictedmode!
Confusingly. I'd expect that the second menu showed the same options as the first.
Memories and speculation:
IIRC, there had been upstream changes with which google allegedly aimed at making it more difficutlt to set apps battery usage entirely unrestricted.
--> Upstream changes which GOS project later (partially?) reverted, because GOS users reportedly needed to reconfigure such options more than anticipated (or wanted) by AOSP development. Maybe the inconsistence is a remainder of the prior upstream changes vs. later GOS changes?
Anyway, if this is about battery restricted or unrestricted settings, use method 1, until s.o. points out a better way.
