Unlock Bootloader - Can't Find Device

Hello,
I am attempting to install Graphene for the first time on my Pixel 9a.

I'm on Windows 11.
All of the permissions required on the phone are granted
I've got a USB that allows me to transfer data (I moved a photo back and forth to test it) which also means my computer recognizes it.
When I go to "Unlock Bootloader" on a Chrome-based browser, it pops up and says "no devices found."
I've installed the Google driver as a troubleshooting measure.
I've put the phone in "FastBoot" mode.

I'm not sure what else I can do. Why might my computer be seeing the phone but not the web browser? to troubleshoot

No, good catch, but I tried to install this on my family member's laptop which doesn't have Brave, so I used Chrome.

From what I've read, the cable seems to be the most common problem. Even if the cable can transfer data, the quality can still vary enough to prevent installation.

Thank you. I will dig around and try to find a few others to try. I've tried two so far, so maybe I'll find one that works.

You might also try a different computer or even another Android phone if you have access to any.

I had this happen when I was installing GOS... For me, the issue was I had plugged the cable into a thunderbolt port instead of a regular usb-c port. Swapping ports made the phone appear instantly.
