A modest bump for this question. I'm trying to connect to a server running on my phone using the local hotspot gateway IP. It only works when the WiFi-connection is also active.
I admit it's a niche use case, but this behaviour requires me to bring an extra device with me. It would be nice if we could have more fine-grained control over this.
