N1b AFAICT, there is no non-KYC SIM/eSIM provider which allows initiating phone calls, and most only allow SMS (unless jmp.chat provides this, I haven't checked as a US number isn't useful to me).
Regarding VoIP, when I researched this last, I did find a few VoIP providers (for example, Telnum) which accepted crypto payments (though not Monero or Lightning, and they also required a phone number and an email address to sign up), but after further investigation it seems all the services I found were actually the same service behind the scenes (same available numbers, same UI for choosing numbers, seemingly fake reviews from the same accounts for their services on other websites).
I'd advise anyone interested in this to be extra careful not to fall for a scam.
