'App not installed for user' as owner, can't reinstall or remove

Hi all. I'm trying to troubleshoot installing Syncthing-Fork. I used Obtanium to install it. I have already read through these posts and tried all their suggestions (reboot, clear cache, force stop, remove from Obtanium):

With no luck. I am the only user of my device. There are no other "Users" besides the owner; in fact the option to switch users is disabled, as is the Guest account. I have unsuccessfully tried to use adb to fix it as well. The package shows up with pm list packages -u | grep syncthing but any attempt at pm install-existing failed.

I'm at a loss. Is there a new bug since those last posts were made? Any help appreciated.

Ok.... somehow pm uninstall com.github.catfriend1.syncthingandroid worked only after running pm enable com.github.catfriend1.syncthingandroid. Not sure why that finally did it!

If anyone had a problem with info 'app not installed for this user' - the comment above solves all issues. First enable the package, then uninstall it.

I've run into this situation by enabling Storage scopes for an app, removing the app and ignoring a prompt to remove for other users. It took me a while to find this thread, so maybe a comment with the exact quote of the message will help someone.
