Unable to make in-app purchases on sandboxed Google Play Store

I'm a new GOS user and have been trying to make some purchases in an app I installed through sandboxed Google Play Store but every time after I paid using the fingerprint 1 tap to buy Play Store will tell me "card declined" give me either one of 3 errors, [OR-CCESH-05], [OR-PFGVEM-25], or [OR_BPA_01] but most of the time the 25 error shows up. I'm able to add my card through Play Store on my phone and in the browser. All my card information is correct and I gave Play Store and Play Store Services nearly all permissions I deemed essential to make it work, cleared Play Store cache and I never used a VPN during the purchasing process but still no luck.

Unless Play Store started banning payments being conducted from GrapheneOS (there have been no reports of this), the errors you are getting indicate that your payment provider declined the purchase.

Adding a card as a payment method is something different than making an actual purchase, as it doesn't necessarily require anything to be withdrawn from the card.
