Installing apps on secondary profiles

I have a pretty much empty owner profile, a lot of apps on a 2nd profile. Now I've set up a 3rd profile for a few things. A couple of apps I want on the 3rd profile I already have on the 2nd profile, but not on the owner profile - a VPN, f-droid. But I don't seem able to install these apps on the 3rd profile. Also I can't see the 'install available apps' option in the 3rd profile - I don't think this would help anyway, since those apps aren't installed on the owner profile.
So I'm wondering what's the best approach from here?
Should I be able to install the apps on the 3rd profile even tho I already have them on the 2nd?
Perhaps I should have just used the owner profile instead of the 2nd profile to install the bulk of the apps, but I don't want to go thru the install process again right now if can be avoided, takes a long time.

If you install the same app, or an update of the same app, you shouldn't have any problems installing the apps. F-Droid is a different story. According to GrapheneOS's lead dev, the way F-Droid updates itself and the fact the apk on their site isn't the right version make it hard to install F-Droid on different profiles.

To get around this, you could log in to owner, go to Apps > F-Droid > 3 dots in upper right-hand corner > uninstall for all users (if I remember the wording correctly). Then install F-Droid in the owner profile, then push F-Droid to other profiles. Then, as long as you install the apps from the same app store, you won't run into problems installing the same app in different profiles.

FWIW, I had the same experience as enteleky.

I kept owner essentially devoid of apps and installed them as required into a 2nd profile. Then attempting to load some into a 3rd profile, the OS blocked me.
I ended up installing any new apps first into owner and then copying them into additional profiles as necessary - which seems to work fine.

Could this be a P7 issue that did not exist earlier?

The OS won't block you from "installing" the same app in multiple profiles. (btw, "installing" is not the best word. A better word would be "linking" since there's only ever one copy of an app, which is installed system-wide. It's just not "linked" in each profile.)

I can think of only four reasons why an app won't install:

An app with the same package name is being "installed" but is signed by the wrong key.
The app that's being "installed" is an older version.
3rd party installations aren't allowed.
The APK is actually corrupt.
