raccoondad The concepts are tied together, though. On a Pixel device, if it's carrier locked, you definitely can't unlock the bootloader. If it's not carrier locked, you might be able to unlock the bootloader.
At least, AFAIK, that's accurate. E.g., T-Mobile devices can be bootloader unlocked, but only once they're carrier unlocked, and Verizon devices can simply never be bootloader unlocked, regardless of the carrier lock status.
