How to prioritize Wi-Fi connections

How do you prioritize Wi-Fi connections on GrapheneOS?
I have 2 networks available and would like my phone to connect to the one with adblocking and only use the other one when the adblocking one is off.

I am on Android 14 on a Pixel 4a5g. Yes I know, it is EOL...

You should be able to set priority by setting one network to unmetered and the other to metered.

The default bonus for saved versus suggestion and unmetered versus metered (that is, the default overlay values) produce a strict priority order for saved, suggested, metered, and unmetered:
