No notifications, even with Play Services running unrestricted

Most of my apps aren't sending push notifications on my Pixel 8 Pro with GrapheneOS installed. I have Play Services installed, it has unrestricted battery access and notifications turned on for the Play Services app. What am I missing? Example apps are SoFi, Protonmail, Rocket Money, LinkedIn, etc.

Did you install Play Services before the apps or after?
Does Play Services have the network permission?

Ah, that was it: I had network permissions off and I completely forgot I turned them off. I don't suppose it's possible to simply spoof the network for Play Services and get the notifications by giving it faulty network access, is there?
