Unable to add second Google Account

Hello. I am using GrapheneOS with Sandboxed Google Play installed. It already has one Google account linked, but I would like to add a second account. When I go to settings, click add account, type in my email and password then pass 2FA, I am prompted to add a phone number. There are five buttons but "Next" and "Try another way" are greyed out, and the remaining three are touchable but nothing happens. Even though Google Play Services has all permissions and is running under compatibility mode, I still can't get past this step. What could be the problem?

pres78326 Does it work if you try to add an account from a Google app, like Google Play? I haven't tried it, but it looks like you can open Google Play, tap your profile icon in the top right-hand corner, then the arrow to the right of your account name, then "add another account" under the button to manage your account.

Not sure why it doesn't work from Settings, but I'd imagine adding the account from Google Play should work fine.
