FRP doesn't prevent wiping and it doesn't make it possible to track the device if it has been wiped. It just makes it useless to a thief, so it really doesn't help with your objective.
FMD is entirely different than FRP, but doesn't work unless the device is on. Some of the newer models have a mode where they can transmit a BTLE beacon when they are turned OFF, but this only works if the device isn't wiped, and if in the presence of other google infested devices to share the location where they detect that beacon.
What would help you, is an open source application called "FindMyDevice" https://f-droid.org/en/packages/de.nulide.findmydevice/ -- yes, nice name collision with the google service.... BUT, it will do what you're after. You set it up so that you send it a text message with a pin, and it will respond with the device's coordinates. There are also other commands you can send it to make it ring and so on.
