Want to revert to GoogleOS BUT can't enable OEM unlocking

The key here is not only to tap the build number until it says your a developer. Developer options ARE NOT visible.
Instead, go to search and enter "developer options", then turn "use developer options" to ON. Then slide down to "OEM unlocking" & turn on.
