Yes libraries like crashlytics are present in many apps but not all. They often can be disabled within the app. And they send data only when the app is running or even only when the app crashes.
If you are registering your phone with a google account you are tracked all the time even when no app is running. So that's a very different level of surveillance.

Another example of something that is half true. You can reduce your traces on websites by declining their cookie consent and using a DNS adblocker. Then banks are not allowed to share your identity with random companies. At least not in my country. Or they would presumably need your consent in a service agreement. Which you are free to sign or choose a better bank.
Sadly there is no way to purchase apps in playstore in an anonymous way. At least not one that works globally.
