Change the default apps on stock GrapheneOS install?

I can access the Default Apps section of the Settings but it does not appear to be possible to change the SMS from the stock Messaging app to say, voip.ms app or the Phone to Sipnetic. Is there a setting that needs to change first (e.g. a developer mode of some sort) to make this happen?

Yes, I see the setting however I am unable to change the radio dialogue where Messaging is listed as the default SMS app and there are no other option to choose from. If I tap it I get the message "Note: IF you restart your device and have a screen lock set, this app can't start until you unlock you device. Cancel/OK" Is there a way to get another app listed here?
