I'm using ChatterUI with a offline model and without any permissions as AI assistant. I went to clear Cache in App info > Storage & Cache and underneath the total space used it said that it had access to download manager twice. My only option was a button to clear that information.
Since I use it offline and downloaded it through Obtainium I don't understand what this means or why this happened.
I searched for the download manager app in my system apps and checked if it used any data but it did not. I had a look at the download manager logs and it says

What does this mean and why is the system Download manager doing anything with ChatterUI or Telegram? I didn't use the system Download Manager to download anything while using the Apps and never gave them or Download manager any permission or request to communicate.
ChatterUI never had any network permission, telegram does have the network permission.
