Custom modes problem

hello! need help, plz

with introducing custom modes in Android 15 QPR2, i decided to switch my phone into Calls Only mode. it means that i should be able to accept calls from anyone via cellular and via Signal.

so i created this mode, allowed calls from anyone and made exception for calls notifications category in Apps section for Signal.

but this doesn't work properly. i am able to receive calls via sim, but calls from Signal are SILENT and without vibration.

eventually i discovered that in normal mode notifications work under Signal's internal notification settings, but in Custom modes they work under notifications settings of the app, where if we go there we will see "sound — none" and "vibration off".

ok, you'd say "turn this goddamn options on". i would answer "yes, now Signal rings in Custom mode, but vibration is one-time-sms-style like i received a message instead of continious ringing vibration. and in normal mode now i have doubled echo-like ringing (two melodies play at once, one from the app internal notifications settings (which picks ringing sound from the system) and one from notification settings of the app)".

what should i do? where do i make a mistake? why notifications work under two differet rules? is it a raw undone feature that need to be polished?

forgot to mention: Google Play Services installed
it looks like notifications settings in app itself (open Signal --> Settings --> Notifications) and of app (long press on Signal icon --> App info --> Notifications) work in parallel (as i mentioned you can hear two different ringtones at once if you set rintone and vibration on demand).
So it seems like in Custom mode you JUST diasable in app layer, thats why you hear nothing, unless you set specific ringtone and vibration, so you hear two melodies at once.
why does these two types work in that conflict?!
how can i manage to turn my phone in Calls only mode with one button as it supposed to work in new Custom modes?

am I the only one, that wants a call only phone?)

I've installed Before Launcher and it has a killer feature: notifications filter. Open Settings --> Advanced there is a Calls only flag.

Now I can receive calls from cellular, Signal, Whatsapp, Telegram while all other notifications are muted and thrown in special junk page.

it's is great and recommend Before Launcher a lot, but it is a pity, that new android feature made with crooked hands AGAIN.
