Pixel 7a won't charge when off

I can't remember when this behavior started.

I used to power off (or sometimes my phone would shutdown with no battery) and then plug in to charge. I like to charge my phone when it is off.

Now it restarts itself and boots. No matter what. Even when USB-c is port set to OFF (instead of charging-only or whatever), the phone restarts itself, shutdown because it has no battery, restarts... and eventually it won't boot anymore and charge while off.

gemoto3999 when phone restarts, try to pause the loading of OS by pressing the power button. Your phone can't stand up after booting if battery is barely charged.

grayway2 yes, i tried that but then the only option is to press power button to resume boot.

My point is it shouldn't boot, it should go to charging while off like it used to do.

Press to pause, then charge while paused.
