Cannot download anything in browsers for other users

Since new update, I cannot download any file for other users
If I user my main user, I can download files through any browser without any issue.
But when I use newly created user, I cannot
For the users I created pre-update, everything is fine.
The only time I got it to work for other users is when i downloaded Opera and created a new folder for the downloads.

Did a factory reset, works again...but obviously i lost all my profiles.

i am going to disable updates for now lol

Edit: Sorry for the double posts, but I think I know why it happened, I think it is because I switched users during the update, may had messed up the update process, but factory reset fixed this.
Next time I will make sure I am logged in and stay as Owner before making updates

i had like 26 of them, and it seems to happen when it is the 25th or 24th, something like that.
Only thing that helped was deleting some profiles and making new ones.

Sounds like Issue #3936. Based on reports, staying at 20 or fewer profiles might help, but also might not, if the problem is overall storage space.
