Its a mobile OS so I wouldn't think so. I would also imagine that you wouldn't be able to utilise a number of Graphene features due to the lack of required hardware. Far as I'm aware, the best (only?) way to test would be buying one of the currently supported a-series phones and returning it if you find Graphene isn't for you.

At present GrapheneOS runs only on Google Pixel devices, which are ARM64 but have many specific hardware features that VirtualBox doesn't suppprt, such as Google's Titan M2 security processor.

Developer tools include an Android emulator that runs on a special version of QEMU, but that probably wouldn't work on VirtualBox either. It is possible to build and run the emulator on Ubuntu, but it's a bit of work and requires a powerful machine... and it doesn't provide much insight into how GrapheneOS really operates on Pixel hardware.
