So I'm used to android, and there you can disable the two network options independently very easily - you just toggle the icons in the dropdown menu.
In grapheneOS by default you can... In the developer options, I toggled "mobile data always on" which was set to true by default. Now, when I open the drop down menu and then the pop-up window by tapping "internet", both the Mobile data and the Wi.Fi get their own little "on-off" switches.
Only... They do nothing. If I turn either or both off, after a few seconds the system refreshes and both are re-activated automatically. This is really annoying, because usually while I keep the phone in my pocket I keep both deactivated unless I know I need to use internet soon.
And no, I don't want to disable the SIM/go into airplane mode, because I still want to be able to receive phone calls.
Any idea on why the switches do nothing?
