  • How to disable Wi-fi and Mobile network without going offline?

So I'm used to android, and there you can disable the two network options independently very easily - you just toggle the icons in the dropdown menu.
In grapheneOS by default you can... In the developer options, I toggled "mobile data always on" which was set to true by default. Now, when I open the drop down menu and then the pop-up window by tapping "internet", both the Mobile data and the Wi.Fi get their own little "on-off" switches.
Only... They do nothing. If I turn either or both off, after a few seconds the system refreshes and both are re-activated automatically. This is really annoying, because usually while I keep the phone in my pocket I keep both deactivated unless I know I need to use internet soon.
And no, I don't want to disable the SIM/go into airplane mode, because I still want to be able to receive phone calls.
Any idea on why the switches do nothing?

    • IF "Developer Options" are enabled, REGARDLESS of whether "mobile data always on" is enabled or not, then by default the switches for mobile data and Wi-Fi that appear in the pop-up menu do nothing. They automatically reset after a few seconds. What I can do, is manually disable Wi-Fi from the SETTINGS, but not the pop-up menu. No switch for mobile data appears in the setting, only in the pop-up menu. If I disable Wi-fi, then the switch for mobile data resets itself - and I cannot turn Wi.Fi back on from the popup. I HAVE to go to the settings.

    -IF I disable "Developer Options", REGARDLESS of whether "mobile data always on" was enabled or not BEFORE RESTARTING (mandatory restart after disabling dev mode), then the behaviour is very similar to the above. BUT - while I still need to disable Wi-Fi in the settings (pop up window resets), once i do, I can seemingly turn off mobile data in the pop-up... But it's actually resetting in the background, If I close the pop-up then it turns back on. Same thing applies for Wi-Fi but in reverse, it looks like I can turn it on from the pop-up but in the background it just resets itself to off.
    Thing is, If i turn dev mode back on - the "mobile data always active" is ALWAYS enabled. Even if I disabled before turning off dev mode

      With Dev Options disabled

      Go in Settings, Network, Internet, press at to right corner the circle with wrench inside. It will reset Mobile+WiFi.

      Try looking in settings>apps>special access. ...
      Maybe you granted permission to manipulate WiFi to some apps
