Since a few system updates ago, there is no top bar on my 6a’s lock screen. When I swipe down, it appears, but whenever I push the power button to turn the screen on, the top bar is missing. Did some setting change with an update, or is this a bug?

I have not observed that on my 6a.
One quick thing to try would be disabling all developer options.
I had it once today, and as you have said pulling the tiles solved it. Guess this is some obscure glitch in AOSP not easily replicable. Running P8Pro without any dev options enabled.
