Shelter or Insular

Looking to add user profiles and wanted to see what everyone was using. Shelter seems to get less updates but don't know if that's a bad thing.

Insular/Shelter are device management apps for work profiles, not user profiles. You don't need any device management app to create and use user profiles, the feature is built-in (search for "multiple users" in Settings). We recommend using user profiles over work profiles for that reason (among others) in general.

Are work profiles less secure and not as isolated as user profiles?

TL;DR: user profiles do indeed a better job at providing an isolated workspace.

This is mainly because Shelter and insular are applications that will pretend to be an administrator. These applications are administrator while you don't know who is behind them and especially if they are compromised...
