Units sold by certain CARRIERS will be locked in a way that there is nothing you can do about it.

This is your best bet.
DoveTenderly Sometimes phones marketed as "factory unlocked" are better than "unlocked". But honestly if one is buying current-generation phones the Google store, or maybe Best Buy if you are in a covered area, might well be best. If nothing else, the warranty situation will be better.
secrec Just Verizon?
If you haven't already, try to connect the phone to WiFi and reboot a few times and give it a few hours. That allowed me to enable OEM unlocking. This will only work if the phone is actually unlocked though.
