yes you are able to encrypt then upload to the cloud, however, if your data traffic becomes interesting to the cloud operator, how would you know if they cloned the disk your files are stored , transferred them to another computer and began the process to gain access. what happens when you stop using a particular cloud supplier, download and move elsewhere. Has your data really been deleted, this is why data sovereignty is key. you keep hold of it you know where it is all the time.
