You need the Google app installed with Network permission granted.
(If the camera button in Google Translate is still grayed out after installing Google, clearing Google Translate's storage data and restarting it should do the trick.)
Alternatively you can install and use Google Go for camera / photo translations instead, but you would have to launch and translate directly with Google Go, instead of through Google Tranlsate.
