Unpredictable bluetooth behavior when near car

I'm having issues with my GrapheneOS phone and my Android Auto head unit. The phone keeps automatically reconnecting to the car's Bluetooth, even when the car is off. If I switch to my Bluetooth earbuds, it will jump back to the car, and even if I manually disconnect Bluetooth, the phone turns it back on and reconnects to the car again. It's driving me crazy.

Is there a way to stop this from happening or make Bluetooth behavior more predictable?

If the Bluetooth is turned off it is turned off and cannot be swiched on by itself,
Except maybe if you use wireless Android Auto and your car leaves WiFi an BT on and try to pair with your phone it could switch on Bluetooth.

Look if you use wireless Android Auto and try to disable the functionality.

In any case there is an issue with your car headunit.
