From Owner, Obtanium and App verifier installed. Installed Aegis, Read You, Tuta from GitHub, verified the apps. Disabled, went to the switch to manage accounts, and no apps there.

As an aside, fresh install of GOS, new phone, and Google Play Services was never installed on the Owner profile. I Installed Google Play Services and Play Store on a user profile, installed some apps, disabled Play Services.

Does Obtanium need Play Services installed on the Owner Profile?

Make sure System > Users > "Profile name" > App installs and updates is not set to "disabled"
