No. Not without rooting the device, which would be very insecure. And might not even work.
While I can understand the desire to "deGoogle", it's entirely up to apps whether or not they want to enforce Play. Can also bundle Google libraries in the app. Only realistic way to avoid that is to not use them, I'm afraid.

As a general note, using adb on a production device ("daily driver") is not recommended and potentially dangerous. Just recently there was someone who used adb to disable system components for the Phone app, which made them unable to call 911.
