I believe factory reset from Recovery does not delete eSIMs. But (as mentioned) it is possible to delete an eSIM via Settings.

Perhaps it might let you place calls or use data ... but if so that would be service that somebody else had paid for.
Meanwhile, any time that eSIM is active the carrier that issued it knows roughly where your phone is. Perhaps the former owner of the device does as well.
K8y I double checked: it is a second sim slot with a different IMEI number...not necessarily an esim...
As far as I am aware, all current Pixel devices have at most one SIM slot, so if the phone has two SIMs then actually one of them is necessarily an eSIM. Both the physical SIM tray and the eSIM "tray" have IMEI numbers.

I would say it is atypical. But a used phone in general will have had some SIM, physical and/or eSIM, and any given seller might accidentally leave either a physical SIM or an eSIM in the phone. Probably most professional resellers would discard physical SIMs and delete eSIMs.
If it were my device I would delete the eSIM right away, without enabling it.
