I don't think that Google is beaking any european rule with Play Integrity API since AOSP proposes a different solution, shipped with Google's Android. And Google doesn't (yet ?) close any usage of Android to the apps if the check is negative ; it is on the devs to choose.

I'm doubtful banks would even decide to whitelist GrapheneOS if they used the hardware attestation API instead of Play Integrity. Have there been any banks that have done this?
