That is an interesting point! I never tried because the only option is to activate Play Services. However the notification is not full screen. If you tap twice in the area around the notification the app continues to work. After every tap on a button you have to repeat this. So technically Twint is usable without play. But without play it is a nightmare in terms of usability.
