If not using phone for a long time (up to 2 hours and more), it seems the phone goes to sleep and notifications don't come for any app on phone
as soon as I unlocked my phone, all messages/notifications came immediately

All aps on phone have permissions:

Network - allowed
Manage app if unused - disabled
Mobile data usage: background data - enabled
Mobile data usage: unrestricted mobile data usage - enabled
App battery usage - unrestricted
App battery usage: allow background usage - allowed

System permissions:

VPN: Connected \ Always-ON
Internet connectivity checks - GrapheneOS server
Attestation key provisioning - GrapheneOS proxy
Widevine provisioning - GrapheneOS proxy
Autoreboot 12 hours
