I'm not sure what you mean by "non-data (cellular)".
WiFi calling/texting is when you have a SIM in your phone with a phone number. Someone calls that number. That call can (if the carrier supports it, and it is enabled for your phone) be routed by your mobile carrier to your phone via WiFi, even if you're not on any mobile network (or if you have a data-only mobile connection on another network).
That is different from a VOIP situation where you have a dedicated app on your device that communicates with a VOIP service.
