Dowload file again?

In the owner profile if I attempt to download a duplicate file ( PDF) I get a prompt but no way to open the previous download file.
In a user profile I get a prompt but this time I can open the previous download file from the prompt.
How do I fix this?

Skyway You should be able to view the previously downloaded file by going to Vanadium three dots, Downloads, or opening the Files app, Downloads. I am not sure why it is not showing an option to view the file in the prompt. It is working for me. Maybe something specific with the PDF you are trying to download?

alfred it does it for all PDF / files from any source.

I have a second grqpheneos device and I can't open previous downloaded files from the prompt either.
Anyone have a clue as to why?
