Remove multiple user access and hotspot? Trying to make a "dumb phone".

Hi,

What's the easiest way to remove the ability to:

Create new users
Use Hotspot

From what I read online, rooting and modifying system files is one way. I want a robust solution that is going to last ( don't want updates to erase this feature). What's the easiest way to achieve something like this?

Custom device owner application?
Device policy management?
